Looking for more information on how the reminder notification for deviation expirations functions

We ran into an interesting situation where we noticed that our reminder on deviations (set for two days before expiration), is sent even when the deviation has already reached the "Expired" workflow status.  Unfortunately, we're honestly not sure if it's always worked this way or something new in 9.3.2.  We've only noticed this issue with 9.3.2 and we haven't been able to find any documentation stating whether or not the notification is still sent on "Expired/Closed" deviations.
