Query re Patches Identified by Patch Wizard for meeting Extended Support Requirements

Hi,

I am currently analysing patches required to be applied to our 11.5.10.2 instance to bring it to a stable level for extended support as per doc 883202.1, plus in readiness for upgrade to 12.1.3 early next year.  I have run Patch Wizard using the Support filter and that has identified the patches that we supposedly need to apply. However I have a query regarding a couple of the patches it has identified.

Firstly, it has identified that both patches 6699770 (11i.HR_PF.K.DELTA.3) & 7666111 (11I.HR_PF.K.DELTA.4) need to be applied. However I believe that 7666111 should include 6699770 so we shouldn't need to apply 6699770?
