In a big RAC cluster like 25 nodes, can we build islands of 5 nodes for each database ?

1)In a big RAC cluster like 25 nodes, can we build islands of 5 nodes  for each database ?

If yes How and what doc we need to follow?


2) export control / non - control in same RAC  .  i.e    Some database access may be subjected  to export controls.   Can these be isolated in the same RAC by building islands.
