Cannot Update Information on a Release

Hello,

 Client has a release that is in a 2006 GL period and is in Requires Re-Approval Status. The Match Approval is set to 3way and Invoice Match Option is set to "PO". Release is fully billed; however invoice is in Process and a payment has not been made. When I click the Approve button I receive an error saying the shipment line is not in an open encumbrance period. However it will not allow me to change the GL date at the distribution level and does not give any warning or error.

Has anyone encountered a similar issue?
