How to restrict a staff manager of a project in assigning resources ???

 HI All,

Could any one guide me on how to restrict a staff manager of a project in assigning resources ???

Is this possible to restrict staff manager to assign 'x' employees for a project and if he tries to do more can it possible to through an errror.
