ZX_TAX_RATE_ID_CODE_MISSING Populate either tax_rate_id or tax_rate_code to create a valid tax line.

Hi,
While attempting to import an invoice with a tax line through the Payables Open Interface, invoice is not importing, and following is the error:
ZX_TAX_RATE_ID_CODE_MISSING Populate either tax_rate_id or tax_rate_code to create a valid tax line.

Both the TAX_RATE_ID and TAX_RATE_CODE fields have been populated on the tax line in the lines interface table.

Please help in resolving this issue.
