Setup Releated to Defining of Tax Rule based on purchasing category

Hi

We have requirment of setting tax rule based on the purchasing category where in the purchasing category should be exempted in lets say state "A" and the same should be taxable in State "B".

How do we achieve the above rule and what steps need to configure teh same in EBTAX.
