Ticket acknowledged by me picked up by others

I am trying to work on OEM , Incident manager and getting a issue .
1. I have acknowledge a ticket , Now I am the owner of incident ticket.
2. My colleague able to pick the same incident ticket for which I am owner.
3. we all have admin privilege ,
4.What different privilege we can   keep for a DBA  so that he/she will not able to pick a ticket for which owner is some other person .
5. If dynamic group work here what privilege should I need to provide for them .
