Ensuring prodcut picked to ship is manufactured in a specific country or not from an excluded countr

For product that is manufactured in multiple countries, I'm trying to find out how to configure Oracle to ensure that for a specific product or category of products that the proper country ships the product.  If I leave it to the standard process, the product could ship from many warehouses.  However, in this example, I might have a customer in Canada that will only accept product that is manufactured and shipped from the US and not from any country.  I would appreciate all suggestions.
