PA Ledger, F43199 with receipt reversal and or cancelled OP line not received

Hello,

Can someone guide me to the correct documentation that will help me understand

1) Should a receipt reversal hit PA and be reflected on F43199 as a commitment again. I assumed it did - but I am not seeing this.

2) Should a canceled OP line that was never received hit PA and reverse original commitment. I assumed it did - but I am not seeing this. I just see a cancelled date.

Any guidance greatly appreciated
