Planned order release from ASCP automatically creates unapproved PO

When we release a planned order from ASCP the requisition is automatically converted to an unapproved PO for items that have a quote and are there on the Approved Supplier list. I have tried changing the "Release Method" attribute on ASL attributes form to "Use the AutoCreate form to create releases" but it still is not working.
For items that do not have quotes, it is working as we want. When a planned order is released it creates an approved requisition and we use the AutoCreate form to create a PO. how do we achieve this for items having quotes?
