Can OTL_Diag.sql be run through the apps diagnostic tool and responsibility?

We're on 12.1.3 using OTL and Projects, but not Payroll.

On occassion we have an issue with timecard submission, and the first step the SR requests is to run a portion of the diagnostic script via sqlplus 'OTL_Diag.sql' .  For other apps, we can navigate to Diagnostic tools and run the query on the front end application.

Is there a diagnostic patch we need to apply to be able to run the queries on the front end via diagnostic tool rather than have to involve a DBA or technical staff to run the OTL_Diag.sql?
