Error 1031 received logging on to the standby

I altered my sys and system password on my Primary database which in return I needed to copy that password file to my standby server. Which i've done.  Then I shutdown and restarted the standby in mount mode.  However, I'm still getting the password error.  I've tried several things and now i'm at a loss because i'm still getting the error on my primary server.
