Flex Filters in delivery - are they needed?

 Hi,

We have a flex filter to generate thumbnail images from uploaded pdf documents. This is enabled in management.
When we publish content the thumbanail image blobs are also pushed to delivery , as we can see the data in mungo table. 
Is it necessary to enable in deivery? what are the impacts if we don't enable? flex filters in delivery will have any performance issue like AssetListeners?

Asset API Code Worked In Management/Testing/Development Environment But Throws Exception In Delivery Environment
We are experiencing the exact issue; How to avoid this exception?
