Error occurred during initialization of VM

 We have received the error message when running reports BI Publisher reports (5.6.3) integrated with E-Business Suite (12.1.1). Once re-run the report work fine so it is a very intermittent problem. Just wondering if anyone else had seen the error message and could shed light on what the error might have been ? It doesn't seem to be the standard out of memory errors. The reports fail as within a second of starting.

The error is spread across standard and custom reports.

Error occurred during initialization of VM
java.lang.Error: I/O error
        at java.lang.System.initProperties(Native Method)
        at java.lang.System.initializeSystemClass(System.java:1070)
