Patch 9239090 : Rel 12.1.3 Upgrade : Library OKLCSTRQ.pll cannot be compiled

While upgrading from Release 12.1.1 to 12.1.3 we find that PL/SQL Library OKLCSTRQ.pll
fails to generate.

Patch Worker log shows :

   Compilation errors on DATA:
   PL/SQL ERROR 905 at line 17, column 17
   object APPS.OKL_CS_TRANSFER_ASSUMPTION_PVT is invalid

   Compilation errors on OKL_API_CSTRQ:
   PL/SQL ERROR 905 at line 26, column 24
   object APPS.OKL_TRX_CONTRACTS_PUB is invalid

When we try to recompile the above Packages, both Package Specs fail with :

    0/0      PLS-00907: cannot load library unit APPS.OKL_TCL_PVT

This object OKL_TCL_PVT does not appear to be invalid.
How to proceed, please?
