Patch 8999551 fails with OPATCH_JAVA_ERROR

Hello,
Applying 8999551 as per 454811.1 fails with:

OPATCH_JAVA_ERROR: Wrong number of arguments.  VerifyPatch needs ORACLE_HOME, OUI location, patch location, patch ID and path to 'ar
' command, no_inventory, OS_ID.

        at opatch.VerifyPatch.main(VerifyPatch.java:835)Verification of the patch failed.
