sqlnet.ora location

Hi,
I'm trying to find information on the correct location of the sqlnet.ora file in case you use Oracle RAC or Oracle restart.

I would assume the correct location to set parameters as:
SQLNET.EXPIRE_TIME
INBOUND_CONNECT_TIMEOUT

is GRID_HOME/network/admin, since the listener runs from this home.

Is that correct in all cases? Or is it safer to set the parameters in both homes (GRID and RDBMS)?
