Why doesn't Trial Balance return data for a Parent Segment Value?

Hi !

My 1st question is: Why doesn't seeded Trial Balance returns no data when run for a parent Segment Value (for example dept.) ?  Why can we ONLY run a FSG but not a seeded Trial Balance report?

Second Question is: We are a Public Sector and in need of preparing presentation Quality Reports for Fin. Dept. for CAFR and Quarterly Reporting.  Is using BI Publisher the ONLY way?
