PAY: Reporting on Element Entry Attachments

We have started to use the attachments field as a place to store comments on a given element in element entry.  

You guessed it now they want the data in a report.  I know there are several FND tables that store the attachment info as I have found that.  I am struggling with how to link these table/views back to something common in Element Entry.

This may be something more suitable for the SQL community.  Thought I would start here to see if anyone else is doing this and has any pointers.
