Does R12.0.6 Technology stack support SOAP?

 Hi Gurus,
We have a requirement to integrate our EBS R12.0.6 with a Cloud based solution provider. I would like to understand if we can integrate with the Cloud based application using the Technology Stack on the R12.0.6 and not using the Fusion Middleware (SOA) and more importantly if the Tech stack on the R12.0.6 support SOAP based API calls?
