Running a workflow against a record that was just "EIM'd" into the database.

Does anyone have a way to kick off a customized workflow to operate against the ROW_ID of the record that was just created?  I was thinking of putting the trigger on the base table and have it kick off a workflow job based on the record just inserted but I'd hate to do it that way.  Anyone have any other ideas?
