Error when checking "Make Transactions Available for Tax" checkbox

Hello,

This is on r12.1.3 and I have to setup a new tax regime for Canada.

I have followed the Note:577996.1 to a T and completed all required tax setup.  Now, at last, when I check the box "Make Tax Available for Transactions", it throws following error.   Please advise what am I missing?

Error

1. Define either a default tax registration or a tax rule for the rule type: Determine Tax Registration.
2. Define either a default tax formula or a tax rule for the rule type: Determine Taxable Basis.
3. Define either a default place of supply or a tax rule for the rule type: Determine Place of Supply.
