FNDGFU failed while applying patch 9239095

All workers failed on FNDGFU while applying patch 9239095.
This is a fresh install on of 12.1 and while upgrading to 12.1.3 by following note1080973.1.
after 9239089 & 9239090 applied successfully.
When 9239095 is being applied, all workers failed on FNDGFU , actually, none of the FNDGFU complete successfully.
I relinked FNDGFU with adrelink.sh and restart workers, but they are still failed.
Check the FNDGFU log file, but there is no error message
