BI publisher log files are not generating.

 Experts,I have siebel-BIP  report generation working  and try to generate log file at BIP the folder is always empty.
I have xdodebug.cfg created in E:\OraBIPHome_1\jdk\jre\lib folder and have  these setups

LogLevel=STATEMENT
LogDir=E:\OraBIPHome_1\jdk\jre\lib\temp

I also have Admin tab, and then Server Configuration under System Maintenance.Debug Level from Exception to Debug.

still am not seeing any logs are generated in temp folder.

I am using Oracle BI Publisher 10.1.3.4.1  

is there any additional steps am missing?
