Access Denied when getting fields by FieldManagementRead of FieldManagementService

Hi all,
When getting fields of a specified record type, I tried to call function FieldManagementRead of FieldManagementService.
When the record type is 'Account' or 'Contact', it works well.
When I tried to get fields of record type 'AllotmentUsageData' or 'ServiceQuota', I got exception with message "Access Denied. *****". (****** means the corresponding record type)
How could I change my settings or configs to make these record types of my account being accessible?
