R96701 Software Update History end up with many not applied

Hi, all..my customer has applied 2 new ESUs and 1 of them JE11944 has 1 baseline JE11811...But this JE11811 got many objects not applied in R96701  

In fact, they applied JE11811 in 2 yrs ago and then continue with JE11944...should they re run JE11811 in UBE debug option on ?  Pls advice what should be proper way to trouble-shoot this error?
