Requisition Import problem

Hi,
i have inserted data in to PO_REQUISITIONS_INTERFACE_ALL table,
and run the Requisition Impor program.
it was completed without any error but requision is not created.

Create Releases process log showing below error,

Requisition 14100 Line # 1 Release amount must be greater than agreement minimum release amount



Please help,
