Licensing ODA X3-2

Hi,
We have a few ODA V1, and some of them are licensed with minimum licenses. That would be 2 CPU Cores pr node, and 4 CPU Cores pr appliance. Equals 2 Oracle Database Enterprise Edition Processor License.

But as I can read in this document http://docs.oracle.com/cd/E22693_01/doc.21/e22692/core.htm#autoId0 4 CPU Cores will be the minimum for each node on ODA X3-2. That will doubles the license expenses for a minimum configuration. Is this really correct, or did I miss something.
