11.5.10.2 : Error generating POXSCRFV.pll and POXBWVRP.pll

Hi,
We are applying the extended support patches for our 11.5.10.2 instance. As part of the patch application we merged several patches and applied them at once. While applying the merged patch, the following files failed to generate:

POXSCRFV.pll and POXBWVRP.pll
Below is the error message we are receiving.
Please suggest.
