HR_LOCATIONS Vs. HZ_LOCATIONS

Could someone elaborate on the differences between HR_Locations and HZ_Locations functionality? When to use when, and in what situations we use those, with some examples please? Can those be interchangeably used in TCA for creating geography hierarchy for AR Tax functionality? Thanks.
