Workflow Policy to kick off an EIM job

Does anyone have an idea of how to create a workflow policy that would start an EIM job?  I realize I can create the workflow object and columns to generate the triggers for the database but I'm having trouble with the "Action" or Workflow Policy Program to kick off.  I thought about running a workflow process but creating a workflow process for an EIM job?  It just doesn't seem correct.  Any ideas would be appreciated.
