Wyse terminal power off causes a Break signal and server halt

I have a V880 with a Wyse 55 terminal connected (Now disconnected and in the bin).When performing a site survey the other day i attempted to log onto the console, but received no response after pressing enter, or sliding the brightness knob etc.
I rec-cycled the power and after a period of time (+/- 15 secs) the OBP appeared. - Oh dear !

Would you consider this consistent, 'expected behavior? IE powering the head unit OFF would always trigger a break signal (Irrespective of how the OS is configured to handle the Break signal - IE /etc/default/kbd configuration), or could it be resultant of a dodgy cable, faulty terminal causing a 'glitch' in the signalling. It seems bizaare that there would be a requirement to leave a head unit powered on in-definitely.
