Getting ORA-04023 for queries against fnd_lookups after applying patches

Problem Description
---------------------------------------------------
For the last 2 weeks, we are seeing invalid objects in the database after installing any patch.  This has happened with different patches on both our DEV and TEST EBS systems.  The most recent example was the application of patch 13622318 which was applied as a hot patch into our DEV system.  Users were in the system at the time of the patch and reported the following forms error:
ORA-04023: Object SELECT LOOKUP_CODE , MEANING FROM CS_LOOKUPS   WHERE LOOKUP_TYPE =  'CS_SR_CREATION_CHANNEL'  AND LOOKUP_CODE =  'PHONE'
