P3111 when called by P48013 is not allowing to Create PO or requisition

Hi,When I am trying to created a Purchase requisition to Stores from the Shop floor, The option is not available at Parts List ( even though feature is available but hidden).
Oracle document also advises that we cant create a PO from Parts List (P3111 when called by P48013)
May I know about the reason behind not allowing it for manufacturing orders
We are using the same options for Maintenance orders.It's working.
