How can we search for the SIT details from the database

In 12i , it is not saved in the HR_api_transaction_values.

or can I put the details in the Notification

"Change Special Information has been forwarded to Man" i.e in notification "Notify Creator of Appr Fwd (Creator and Subject are same)V4.0"
