Unable to approve claim in Trade Management

New user xxxxx needs access to settle claims in Trade Management. When she tries to settle a claim to a previous open credit, and clicks on 'request approval' button, she gets the error: "User is not set up correctly - please check user setup"

Please guide me how correct the user setup for above issue.
