Patch 13495766:R12.AP.B - Will there be a impact on the AP Setup?

Hello Support,

We were informed that R12.1.3 customers should apply the Patch 14069503, and customers running the AP module should also apply the Patch 13495766:R12.AP.B as per the Doc ID 1298103.1.

Q> We are on 12.1.3 instance and we use AP module as well. Should I apply both patches? 
A> YES

Q> Will there be a impact on the AP Setup? As the End user wants a confirmation from oracle support about the AP module functionality not getting affected.
