WebCenter Licensing Schemes

I am wondering if anyone can share what the licensing structure is for this product. I am looking at using this tool to develop a customer portal for the organization but am not sure how it is licensed. I do not want to manage individual user licenses for each customer that wants to be able to view their information through the portal. This could potentially be thousands of licenses.
