November Vertex Payroll Data causing tax issues for us.

We are on Apps 9.0, Tools 9.1.3.3, Vertex 3.1.0.

We applied the November Vertex Payroll Data and now (for some employees) their Federal taxes are calculated incorrectly when the employee has pre-tax dependent care deducted.   For some employees the amount deducted is pre-tax and for some there is taxes taken out. 

Has anyone else run into this?

We re-applied the October Vertex Payroll Data and now everyone is calculating correctly. 

There must be some problem with the November Vetex Payroll data??  I have opened a case with Oracle.
