Hyperion version 11.1.2.2.3_Rules File Extracted from Application Element

Hi,

I'm using Hyperion version 11.1.2.2.3. I extracted the Rules from Application Element. But i unable to open the rule file by double click on it. Any other software i need to install in order for me to open the file?
