API to change ALLOCATE_SERIAL_FLAG from backend

Hi All,
we have a unique process in which we need to have 2 serial flags. With parameter as "No", we are updating data from one table and with "Yes - user defined", we are updating data from another table. We want to automate this process. Can anyone suggest how can we update ALLOCATE_SERIAL_FLAG  automatically from back-end? 

any help would be highly appreciated.
