Cannot analyze patch 16095365

On 12.1.3, patch wizard cannot analyze this patch.

In the "Submit Download Patches (Wrapper)" request I see this message:

. Patch Analysis
  Option Selected :Yes
  Outcome: Success with warnings
  Warning:
  Patch metadata LDT file not loaded for patch 16095365.B

Why it cannot upload the patch metadata ?
