Errors in Report R05229 Payroll Journal Proof/Edit Report

Hi,

HR runs report R05229 (Payroll Journal Proof/Edit Report) with payroll and this error showed up today on every line; "Error: Next Fiscal Year Not Set Up".  We don't understand why we are getting this. 
I don't see anything odd with the dates entered nor the need to 'set up' the next fiscal year yet and why that would even be an error.

Any thoughts?

They aren't finalizing payroll b/c of this.
