Login page can not be displayed when opening saved document of WebADI created in R12.1.3

When opening saved document of WebADI created in 11i, and login EBS page will pops up, after inputs username/password, then saved document can be opened successfully.But, after upgrading from 11i to 12.1.3, login page CAN NOT be displayed successfully, and error messages like

Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request.
------------------------------------
shows.

Please help!
