R12 Group Tax Creation

We are testing upgrade to R12 and trying to create Group Taxes in R12.Unlike 11i, Group Tax is not a standard functionality in R12. On Metalink, I found following doc on this issue -


R12: How To Create Tax Groups for Payables (Doc ID 1544763.1)

The above note is too short and it is not written in the manner which will provide the step by step guidance in Tax Group creation work-around. Also the doc is mute on the issue about whether these taxes can be used in AR too or not.
Please share if you have any such kind of detailed doc.
