resource ora.LISTENER.lsnr is already registered

 We have just upgraded grid from 11.1.0.7 to 11.2.0.4 RAC  

Then installed a new clustered RDBMS 11.2.0.2 (software only option); while leaving old RDBMS 11.1.0.7 running.

Then during dbca in OUI step 3 i get error: Default Listener "LISTENER" is not configured in Grid Infrastructure home.

But when I try to create listener with crs user:
$ srvctl add listener -l LISTENER -p 1521 -s
PRCR-1086 : resource ora.LISTENER.lsnr is already registered

when i try to remove it:
$ srvctl remove listener -l LISTENER
PRCR-1001 : Resource ora.LISTENER.lsnr does not exist

when i try to unregister it:
$ crs_unregister ora.LISTENER.lsnr
CRS-0210: Could not find resource 'ora.LISTENER.lsnr'.
