OPMN and oacore issue

Hi
we have R12.1.1 on Aix machine , when we started the all oracle application services, we are getting this issue and summary as below

unlimited: 0403-009 The specified number is not valid for this command. opmnctl: stopping opmn and all managed
processes...EBS Apache The specified number is not 0403-009 valid for this command.

I have tried check note ids and please share fix, it will be appreciated.
