Resource pending transaction

There're three manufacturing orgs, just one 's ok with resource transactions.  Two orgs's been resource pending transaction. I checked cost manager, It's inactive, I launch Material and Move transaction manager again. I also schedule them with 1 minutes periodically. But there's nothing changes. The resource pending transactions ' re existed. Please help me!!!
