Siebel 8.1.1.9 | Login Page take lot of time to load

Hi,
We are on Siebel version 8.1.1.9 with all madatory QF's applied. But in one of our siebel environment, When we try to hit the Open UI URL it takes around 10-15 mins to load login page. We also have observed that same link works fine from customer location without any issues and without any delay. So thinking it should not be a server level issue. 

Browser versions are same in both (working and non-working cases). Could you please give me some pointers to debug this issue if you have come across similar issue.
